this is a simple, simple question from a rookie home builder. when a window is sized at, for example, 30x42, does that mean the frame outside edge is 30x42 or is it the glazing/glass that is that dimension? all manufacturers use same principle for speccing sizes?

Generally, that's the frame size, so the R.O. would be roughly 3/4 to 1" larger. Most window companies have charts in their catalogs that give those details. Some brands may be a bit different.
