closing off windows in concrete block home...

i would like to do one of two things...
close off the windows entirely or make the openings smaller to make room for kitchen cabinets.
which is easier and how do i do it?
here's a picture. the corner windows are the ones i'd like to close off.

If you say the house is cement block, you'd close the windows in with cement blocks. Any mason could do that for you. But the exterior finish is also an issue. Is it stucco? Siding? Brick? Or are the cement blocks the exterior finish? You'd want to find a general contractor that is versed in all the trades involved (inside and out) if you wanted to have 1 guy do all the work for you.
