Substantial noise reduction/replacement windows?

My house has the original aluminum frame single pane windows which were installed in the '70s. I have a problem with barking dogs, and am getting ready to replace the windows with vinyl, argon filled double pane glass. That side of my house has 6 windows, and an 8 foot sliding door (which I plan to replace with a 6 foot french door). My question is this: though I really need to stop the air leaking in (I can see the blinds moving with the sliding door closed), will I achieve my goal of cutting down the barking dog noise?

Your noise problem will be slightly decreased with new double pane windows w/ argon. Laminated glass has even more sound deadening properties, if you'd like to price that as well.
