Vinyl windows - WON'T STAY UP!
My house has vinyl double pane windows that are about 20-25 years old. The problem is that many of them 'slip down' and some even 'slam down' if you open them (right now I have a bunch of sticks holding them up - very annoying).
They do have some adjustment screws on the bottom, but using them does not solve the problem, is it possible (and cost effective) to replace the weights/sliders/things in the side of the window?

Your windows probably have a "standard" balance system that most likely can be replaced. Typical systems of the time were Caldwell balances ( a spiral tube balance or a block and tackle system (channel balance). Both can be retrofitted relatively easily. Although I don't know where you are located, you might want to check out the following site
http://www.blainewindow.com/balance.cfm . In the past, I have sent them parts directly off windows that I could not identify and they were able to supply a compatable part.
Once you are satisfied that the part is available, you can measure the remaining balances and order them accordingly.
I is possible that with the right tool also available from Blaine, that you may be able to adjust your existing balances. Trust me you will need the tool.
Relative to the age of your windows, you also might consider replacing the
weatherstripping (if possible) If the sashes can be diassembled it is easy,
if you have "welded" sash frames it's much more difficult but can be done

I went to teh Blaine site and even got their catalog.
One question though - the tool you speak of... seemed you though that tool might be able to adjust my existing hardware (rather than replacing)?
What exactly does it adajust?

The tool adjusts the tension on the balance. That won't help since it sounds like the balances are broken. Did you check the shoes? That's the plastic piece that rides in the track and is connected to the balance and the sash.
