Entry door replacement question.

We have three picture double pane windows in our great room. The middle one has recently started gathering condensation in between the panes. Did we break a seal or something? Can it be fixed or do we have to replace the entire window?

I think that I already posted this, but it logged me out, so I am going to post a summed up version of my post.. I live in a 2nd floor apartment, and the noise from the gas station, school bus, and truck drivers using the parking lot next door keeps me wide awake all night long. I can even hear people TALKING outside. The only time that it is quiet is when I have to get up in the morning!! The only window that is that bad is in my bedroom. Since I live in a rented apartment, I cannot replace this window, or cause anything that could constitute as "damage" and so I am looking for an alternative. I have drapes, and although they muffle the noise, it is so loud that I can still hear it clearly. It is exactly the same if I have the window open as it is closed. The seal is fine, as that was recently fixed, and I performed the "match trick" on it. If anyone has any ideas, PLEASE HELP ME!! I work at a law firm, so I have to be alert during the day, and I am starting to hate coffee!!!
