I'm getting ready to trim a vinyl frame window surrounded by brick facing using 2" wide trim strips with double sided tape. Should I 'rough up' the vinyl frame to improve tape adhesion or leave it as is?

Double sided tape for window trim????????? I am open to new ideas, but this is not one I would consider. Too many options for water infiltration problems. How are the windows flashed???

we use double stick tape for this application all the time at our glass shop, i guess it just depends on where you live if it's going to hold up or not. in the southern utah desert it works great but we don't get much rain here. i wouldn't scuff it up, just clean it beforehand with some denatured alcohol. i always run a bead of silicone over the lip where the edge of tape is exposed so that you don't have to worry about water getting down in the crack and breaking that seal.

Sorry for the confusion. These are California retrofit vinyl windows, already sealed to the existing aluminum frame. The trim is only for aesthetics - to cover the area between the retrofit frame and brick facing, including the sealant. Don't have a pic handy.
Trim with double sided tape is a common method, at least around here (SOCAL), for retrofit vinyl windows.
