This would be a commercial closer.
The screws would indeed set the two different close rates but you would need to get the info on which screw was which from the mfr.
What is the approximate age and what is the make and model?

My first guess is you're playing with ADA access. If the closer isn't working properly the appropriate thing to do is replace it. A lawsuit will be more costly than a new closer if someone is hurt due to improper closing force or speed adjustments.
