The "balances" which are spring loaded devices on the sides, have probably broken or come loose. Are these wood windows? Many of them used plastic pieces at the bottom corners of each sash (the moving parts of the window) that get brittle and crack over time. Or there may just be a small metal hook that attaches to the bottom of the sash.

If they are vinyl, the balances, depending on the type, may need to be adjusted or replaced.

If you know the brand, the best thing is to call the manufacturer. There are several places to get replacement parts. Can you give more info, or post pics of the sides of the upper sash track. That might be a clue.

Also Just wondering, are you in NC? The OBX made me wonder.
