leaking windows

I have water coming in from the top of vinyl casement windows when there is heavy rain. After the rain I find water accumulated on the inside window ledges and drips at the top inside of the window frame. This is happening mostly on windows on the upper floor of the house. I believe that the windows are one unit with a painted metal strip at the outside top of the frame. The house and windows are 20 years old. I do not see any caulking at the top of the windows. What might the problem be and how is it best fixed?

I would have to assume this has been a problem since the windows were installed. If a new problem, make sure the windows are closing at the top tightly. If an old problem, they were never flashed correctly. This involves removing siding over and around the widows to properly install flashing.
