Irecently had new vinyl windows replaced in my basement. I seem to have an incredible amount of frost and ice building up around the inside of the windows where the vinyl meets the concrete. My question and concern is... Should not there be some form of vapour barrier be installed between the window frame and the concrete opening??

Are you getting air flow around windows? If so, caulk to seal. What is basement humidity level? Measure with hygrometer (sold where thermometers are sold). It should be 35-55%. If high, run dehumidifier.
