Vents in glass block windows

I have glass bolck windows in my basement which contain vents. The vents are no longer any good. They will not open. Can I repair or replace the the vent portion without replacing the whole window?

Depending what is wrong with them, they can often be fixed. But you should be able to get them out for replacement. Some are just held in place with a bead of silicone. Some may be cemented in place, more work. If someone put them in, they can usually be removed.
