Removing metal Window Bucks from basement Egress wondow

The metal frame around our egress window ( I think its called Buck) is rusted. The window itself is vinyl and works fine. The rust is spreading and I would like to take the window out, take the metal frame / buck out and put in a new one, and then put the window back in.
Every window installer I have talked to (~ 10) say they wont do this type of work.
Does anyone know of a specialist who does this type of work?
I am in Aurora/Naperville, IL area.
Thanks

Why is this rusted in the first place?
What do installers say you should be doing/that they want to do instead?

mitch17: we are not the original owners of the house. The rust was hidden with white paint when we got the house and now its visible. The installers say that they just install windows and dont do the cutting/removing/stripping of the rusted buck etc.

That makes sense; didn't happen on your watch.
I would think you need someone more like a GC or a carpenter for this, it sounds like the job is bigger than the window installers you've encountered can handle.

The metal should be sanded down [preferably to clean non rusted metal] coated with a solvent based rust inhibitive primer and then a coat of paint. If latex enamel is used for the top coat it would be a good idea to apply 2 coats of the solvent based primer. If the other windows don't have rust - a light sanding and a coat of solvent based primer/paint should keep the rust at bay.
