Glass block mortar?

Hello, I'm a first-time homeowner with what is probably a dumb question.

I'll be replacing a couple basement windows with glass block. The pre-assembled window has arrived and I bought glass-block mortar though I'm actually not sure that is correct. Is this mortar for fixing the glass block to the foundation or just the glass block to other glass blocks? From what I've read the mortar is a lower water content since glass is non-porous and won't adhere well, but then will it still have a secure hold to the foundation if it is meant for glass?

I've installed several pre-fabbed glass block windows and only used regular mortar cement. That was several years ago and they are as good as the day they were installed.
