concrete step around threshold

Hello, I want to stop rain water from pooling around the threshold of the garage back door.

Would it be reasonable to pour a shallow, 3/4" to 1" high, and 3" wide concrete step around the threshold (please see the photo, the concrete would be inside the wood frame)? The aluminum threshold is 1" above the concrete yard. I want to minimize water leaks from backyard to garage floor, which is a bit below grade at the back, by moving rain water puddle 3" away from the threshold.

What brand of concrete would be reasonable to use here and how to make new concrete stick to the existing yard concrete and stucco wall? Is QUIKRETE® Concrete Acrylic Fortifier with the Sand Mix worth dealing with?

Why is the water collecting there in the first place? Is the pitch in the wrong direction?
