Water leaking through top of the window

Water leaking through top of the window

Hiya, I'm not really good at this but I'll try and explain my problem as clearly as I can.

Currently I am staying in an attic-room-like-accommodation and my window has been leaking in through the top. My window looks something like this:

(Just without the cable - I think it's called a Top hung or MOE type?)

The leak is in the right corner of where the hinge meets the roof/wall. Previously I found wet soil clogged there and I cleared it out (stopping 1 leakage). But it's been leaking again and this time it's not caused by soil or wet dirt.

Is there anyway I can stop the leak - like redirect the water elsewhere?
(This is a student accommodation and the management hasn't been replying so I've been looking for cheaper and easy-to-do alternatives to save my things from drenching when it leaks)

That has to be corrected from the outside. If it's what you call "attic like" then you have to be able to reach it somehow.
