Old storm window problem

I have old wood storm windows over my old double hungs.

In order to remove them I have to unscrew from outside and give them an nudge from the inside. Well one of the windows is now permanently sealed shut until I can afford new windows.

However, now I cant remove the storm by pushing from inside.

I was thinking of screwing a handle on the front of them. But I was wondering if there was a standard solution for such a problem? Would that look tacky?

Another idea was screwing an eye hook into a corner so I can simply grab it with a pair of pliers and pull forward enough to get my hands around the frame.

Im sure someone can come up with the best plan for me.... please advise.

Whenever I have to deal with a stubborn storm window I usually insert my putty knife and try to gently work the storm loose that way.
