Double hung windows locks out of alignment

Double hung windows locks out of alignment

My wife and I just moved into a house that had all new double-hung vinyl windows installed in 2011. We've been noticing that the locks/catch on the lower sash don't align with the groove in the upper sash. No amount of pushing down on the lower sash and up on the upper can overcome the alignment. Given that it's been quite rainy here, I'm wondering if moisture could be contributing, but not all of the windows are doing this either. I've searched online for any similar issues but to no avail. Any help or suggestions are greatly appreciated!

I appreciate the suggestion. Unfortunately, the lock on the lower sash is actually higher up than the catch on the upper sash.

If the shims can't be used on the top sash, search Google Images for double hung window locks.
