Suggestion for double hung windows
I am renovating a rental property and so the goal is cost to be low. Any one has suggestion on which windows might be good. I saw on our big store and american craftsman price is much lower then other brands. Any suggestions will be much appreciated.

A/C is owned by Andersen. They aren't a bad brand as long as you don't buy bottom of the line. Of course there are better but you will pay for the quality.

Since you have prescribed sizes in the openings, buying off the shelf may not be in order unless you can find the "exact" window that will fit. Sometime you can, and off the shelf will work. Most of my window replacements involve odd sizes that would require a rework of the opening to use them. I choose to order my windows from a supplier. You need to remember there are no "standard" sizes to windows, so you don't have to order as such. NO window exists until you place an order for the size you need, if you choose to go that way. I have had excellent installation experiences and return comments on YKK brand windows, in double, single hung, sliders and especially casements.

In our area in NJ there is no supplier for YKK so i was trying harvey and they don't sell it in retail. So I am left with either buying from big store. I am looking like 36-1/2 X 45 but am flexible as longs as I don't have to change the header. As our township does not require permit as long as i am not changing headers.
I think either left with Anderson or JW but buying from big store. Since I will be changing 12 windows i am expecting to be each window near $225.00 - 250.00 budget. Hopefully that is fine.

Just to be clear...are you doing replacement inserts or new construction? If the wood frames are in fair to decent shape...replacement is the way to go unless you are stripping off all the old siding and trim...esp on a rental.
