Exterior door threshold question

I am trying to winterize our old, drafty house so I bought a door sweep tonight. It says to install so that the rubber creates a seal against the threshold, but I'm wondering if I need to extend the threshold out into our mud room a bit. Here are the pictures:

Is the threshold supposed to extend a bit into the mud room, or is it okay that the wood threshold is actually recessed back under the door a bit? (Hard to make a seal with it that far back, no?)

You probably need a door bottom weatherstrip, not a sweep.
