Leak in Hinged Windows

Leak in Hinged Windows

I have windows that are hinged and they have a bottom sash that can be opened outwards or inwards. There was heavy rain/wind and 2 of the windows slowly seeped water thru below the window. And both leak the same way.

Is there an easy way to fix this or could it possibly be a larger underlying problem? I tried to diagnose where the leak is coming from but cannot figure out how it's coming through.

Also, does anyone know what type of windows these are or who typically manufactures them?

I would suggest you contact your building maintenence personnel.
