I have single hung windows. I have noticed last winter, there are moisture build-up between the glasses. My questions are:
1. is it a major problem?
2. is it repairable? if yes, what what needs to be done?

As long as you don't need to look out the windows and can afford the higher utility bills this is creating for you, then I guess it's not a "major problem".

Repairable? Certainly. Call a local glass shop and have them come measure for new IG units. It will take a week or so for them to get them, and an hour or so each to replace them. Might consider upgrading to low-e glass while you're at it. Not that much more to do, and it will make a significant difference on your utility bills. Ask the folks from the glass shop enlighten you.
