Basement exterior door grade

Im replacing a walkout basement door. The current door is installed at grade level on the bottom of stairs under a bulkhead, theres a drain on the exterior side.

Should the new door be installed on a curb? What other waterproofing measures do i need to consider?

It wouldn't be a bad idea. If you have the room, that is. On the exterior, most standard doors will measure 83 1/4" from the bottom of the sill to the top edge of the brickmould.

If you have the room, you could lay a PVC 1x6 down in a bed of polyurethane sealant, then set the door on top of that.
