Cannot adjust old door hinge tension

Cannot adjust old door hinge tension
I'm trying to loosen the tension on my garage door hinge by following this video, but so far no luck:

The problem is I cannot rotate the cylinder separately from the hinge; when I put the allen wrench into the hole and turn it towards the wall (counter-clockwise), the hinge also wants to rotate as well, and I'm afraid if I use too much force the hinge will come off the door. Photo of the hinge is attached with door closed.
Here's a video of me trying to rotate the cylinder towards the wall so I can remove the pin:

UPDATE: I found out the reason I wasn't able to rotate the cylinder was because there was a layer of paint behind the door hinge after it was repainted. After removing that layer of paint, I was able to rotate the cylinder and change the pin position with a little bit of force.
