contractor forgot to caulk window?

contractor forgot to caulk window?

6 fit kitchen window with one solid pane and 2 horizontal sliders installed about 20 years ago. today i'm getting new countertops and a new window ledge (with wings!) . upon taking out the formica and wood at the kitchen window, they notice they can see outside from the inside. they also notice some moisture inside then he went out side and said no one caulked under the window. its amazing i never notice this really but i also find it hard to believe a pro installer would forget to caulk between the permastone and the window. so i wanted to come here and ask if i should caulk that or not. its a huge gap obviously. i assume thats a weep hole there in the pic and i know not to caulk there but i guess that dark bead of caulk under it should be caulked. correct?

Caulk on the outside, low expanding foam on the inside.

Cant see the pictures due to pixilation but if your seeing daylight then your problem is a little more concerning than just a missing bead of caulk.

well the quartz is in now so cant change that. they put insulation in before closing it up. other than caulk what i can do outside. the guy that did the windows is now a state rep and not in the biz anymore lol. plus 20 years later unsure what he would do anyway
