Range hood damper problem

Range hood damper problem

The damper in my exterior vented range hood bangs open and shut on windy days. The builder is giving me the run around so I suppose I will find someone to fix it or fix it myself. Is the problem from turbulence at the roof vent?(The damper is in the hood, not in the roof vent) Should I try another type of vent?

Two things to check...
Be sure the damper at the hood has the small rubber "bumper" intact, that helps quiet the clatter. Also, make sure the damper at the roof jack is closing. It sounds like it might be stuck open.
