Cold air return problem

Cold air return problem
I have a problem with the cold air duct from my furnace.
I can take a piece of the cold air duct off and look down the duct, it is vented directly to the outside. The problem is this duct also opens through a register into my living room. The cold air blows out the register and into the living room. It blows the same air that is outside and it blows in at a high speed. Should this cold air return be vented to the livingroom as well as to the furnace. I hope I have explained this question correctly.
It's the incoming duct that takes in the cold air from outside to supply the furnace and in turn the furnace heats that air and supplies the house with warm air through another duct.

back in the days when gas was cheap, this was done alot to provide fresh air in the home.
Now, it's not done anymore unless it's code in your area.
Around here it's not code to have this tied into your return, but still need make up air.. What I've doen is remove this, and then bring it down next to the water heater/furnace in the utlity room. If cold air is an issue, do a U to "Trap" the air some what. Then cap off the duct work.
