Range hood roof cap damper question

On windy days (in South Dakota we have a lot of those) both the damper in the roof cap and the damper in the range hood repeatedly bang open and close. It drives me nuts. Has anyone else had this problem? Any suggestions?

Some will have a light spring on the roof damper to help keep ot closed.. Have you gone up to see if you have one?

I have installed damper covers which are designed to solve this problem. However, they were for wall exhausts. I would imagine there must be something similar for roof exhaust. Check HD.
