Where/how to install cold air return upstairs

We have a 2-story addition project going on and have begun drywalling but are wondering how best to do the cold air return upstairs. We have a 24' by 32' addition upstairs (2 beds, a bath, a hallway) onto our older home...First of all, we need cold air return, right? Secondly, where should we put it? In ceiling or by floor of each room (we live in southwest Wisconsin where we heat more than we cool)? 3rd, can we use flexible tubing if we put it in the ceiling? thanks.

Id go for a cold air in each room . Down low on a wall. As you run heat more than AC
