We had an installer put in 13 feet of of dryer vent ducting and re-routed it so our dryer works much better now! Our old ducting was over 100 feet. Should he come back and cap it off? I don't feel any air coming in, but I want to be on the safe side.

No, put the cap on yourself. About five bucks or less at the home improvement mega-mart.
