Sealing Ductwork over cloth tape

My existing ductwork is connected with screws then taped at the joint connections with cloth backed 'duct tape'. I am going to have an additional layer of insulation wrap installed and was wondering if I should remove the existing layer of insulation at joints and paint a mastic sealant at the joints. If I do this should I remove the cloth tape first of could I just paint over the tape, overlapping to the metal?

Thanks

Never seen duct put together with screws I would love to see a picture of it. Duct seal would be the best! Get the water based. If this is in a basement I would not bother with sealing or the insulation.
