basement heating

we are finishing out a basement and alot of the heating ducts were put in place when the house was built. Questions i have are is it needed to run the duct work to the floor and is so is 3 inch pipe enough or do i need to use rectangle? there is one return line in the main room cut into the wall on top do I have to extend that to the floor and is that enough for the whole basement it is 32 inches wide
