what is this mobile home vent for?
My stepson had a vent leaking on the side of his trailer. I think it was built in '95 or '96. Basically it is an exterior vent that resembles a dryer vent. On the inside of the wall is a 3" round vent. Both have flaps to keep out the cold air. The electric furnace is directly across the hall from the vent.
I replaced it with a standard dryer vent which is slightly smaller on the outside although the part that goes into the wall was slightly larger. It wasn't as easy as I expected but at least the rain shouldn't come in thru the vent now. I don't know why my wife and her kids think duct tape fixes everything
I thought maybe it could be a fresh air vent if the MH had gas heat but the flaps would prevent air from being sucked inside

It could be an air equalization vent. Storms are at low pressure and will suck air from a house. A mobile home is pretty airtight from the factory, so it could be to allow the air pressure to equalize in a storm.....not a tornado, mind you...all bets are off.
