Best Way to Seal Holes Going Through Side of House for HVAC Lines?

Hi my family is in the process of purchasing a home. The seller let us know there has been a mouse to two getting in. I noticed two holes cut into the side of the house for HVAC lines going to the compressors. The problem is the holes are two times the size of the lines and you can see right outside. I can easily fit a few fingers through the openning. I am guessing the mice are coming in through there.

What is the best way to seal these holes up to keep them weather tight and hinder the mice from coming in? The outside of the house is vinyl siding and there area can’t be seen so it doesn’t have to be a super clean look.

Stuff them with insulation and then seal the outside with silicone or caulk.
