Slowing/quieting airflow from vents in bonus room

It seems the norm is to ask how to improve airflow in bonus room or upper floor areas, but I have the opposite problem. The unit that cools 1600 sqft of the lower level also cools 400 sqft of the upper level. It only either cools the upper or lower areas at once, never both at the same time, so that's a lot of air/power to cool a quarter of the area that it's capable of.

The blower is located about 10 feet from the two ducts in the bonus room, so when the upstairs air is blowing, it's coming out like a windstorm. Papers blow off my desk, I have to turn up the volume on whatever I'm watching to double what it should be, then I have to turn it back down and readjust anything that moved once the air cuts off again. It's annoying

I'm the DIY type, but I have a feeling messing with duct work is beyond what I'm willing to do. I wanted to know if anyone had suggestions to try before contacting a professional. If this is a job best left up to the professional, what type should I call? Just any regular Joe HVAC guy, or is this something more suited to a more specialized area?

How is it changing from upstairs to downstairs ?
Do you have some type of zoned air system..... if yes..... we need to know what it is.

Basement finishing - ductwork question (standalone heatpump) in Georgia

I'm getting my daylight basement finished and I am located in Georgia. It has it's own ductwork and heatpump system. Two main questions. It is about 1000 sq ft with a rec room, media room, bedroom, and bathroom. Half the walls are buried/poured concrete and half are framed and exposed/above ground 1) Does the supply need to be placed near the exterior doors/windows? I have a bedroom where there is a window but they chose to locate the supply on the concrete wall side. 2) Does there need to be an approximately equal return sized to the supply? The rec room has a large single 8" vent feeding it but no return. The bedroom has a door dividing it from the rec room and it has a small return. The media room has the main return that's a large 10 or 12" line to square opening. The media room is divided with a closed door to the rec room. I am worried about excessive positive pressure in the rec room. I mentioned this to my general contractor and he kind of brushed it off but I insisted he ask the hvac installer. I am awaiting his reply. The contractor said the door gap provides the reruen path. I want to be prepared to cite some requirement for adequate return to match the supply. UV Treatment Installation - Where To Put It?

I would like to install Honeywell UV100E2009 UV Air Treatment Systems in the HVAC system of our Las Vegas home. These are the two-bulb units. It's a two story house with two newly-installed spilt heat pump systems, used for both heat and cooling. Due to various allergies in the household, it's envisioned that the blowers will be run on a regular schedule during the shoulder seasons, when demand for heat or cooling does not exist. My air handlers are Johnson Controls/York AHE60D3XH21 models, which operate at close to 2000 CFM each. They are attic-mounted (horizontal right discharge, with heat strips). Honeywell F300 Electronic Air Cleaners are mounted directly to the inlet side of each AH. From there, return air arrives via a 90 degree hard elbow (round) that phases into flex duct in one case; the other has flex duct all the way to the F300. So clearly I lack a flat-surfaced return air mounting location for the UV systems. Even if I swapped to square/rectangular ducting to connect return air to the attic units (not sure I could due to space constraints), it would violate the three foot distance called for between the bulbs and UV-sensitive materials (the F300 pre-filters). Given our dry climate, the coil treatment version of Honeywell's UV systems was not considered. Those are single bulb. We are hoping dual bulb air treatment will accomplish our goals. So I'm looking for suggested mounting locations. I'm wondering if there is sufficient room to place the systems somewhere in the AH, and still accomplish the task. Of course I need to pull the access panels to see about that. But my concern is effectiveness. If I can squeeze it just pre or post coil, or in the blower compartment, would that work? Or should I consider mimicking the install location for Honeywell's coil treatment systems, with hopes that the coils get their share of benefit while the total airflow over the coils is treated too? FYI, the primary difference between Honeywell's air treatment vs. surface treatment systems is operational triggering (stand-alone operation, without connection to Honeywell's Enviracom system). My two bulb units rely on an airflow sensor to activate, and then remain on for 40 minutes after airflow ceases. Resumption of flow resets the timer. The surface/coil treatment systems simply operate for three hours on/three hours off. So in my layman's view, the air treatment version installed as if it were a surface treatment system could serve a dual purpose.
