Slowing/quieting airflow from vents in bonus room

It seems the norm is to ask how to improve airflow in bonus room or upper floor areas, but I have the opposite problem. The unit that cools 1600 sqft of the lower level also cools 400 sqft of the upper level. It only either cools the upper or lower areas at once, never both at the same time, so that's a lot of air/power to cool a quarter of the area that it's capable of.

The blower is located about 10 feet from the two ducts in the bonus room, so when the upstairs air is blowing, it's coming out like a windstorm. Papers blow off my desk, I have to turn up the volume on whatever I'm watching to double what it should be, then I have to turn it back down and readjust anything that moved once the air cuts off again. It's annoying

I'm the DIY type, but I have a feeling messing with duct work is beyond what I'm willing to do. I wanted to know if anyone had suggestions to try before contacting a professional. If this is a job best left up to the professional, what type should I call? Just any regular Joe HVAC guy, or is this something more suited to a more specialized area?

How is it changing from upstairs to downstairs ?
Do you have some type of zoned air system..... if yes..... we need to know what it is.
