Adding Ducts/Vents

In the home I just purchased, the basement bedroom does not have any heating or cooling vents installed. I have no idea why the people who added the addition on to the home did not add vents to that room.

I have an HVAC guy scheduled to do this work but have a question or two I hope someone here could help me with.

The upstairs family room (directly above this bedroom) does have vents installed. Can they simply be tapped into for this bedroom? If the air handler in the furnace is not powerful enough to move air to that room to heat/cool it, can anything else be done besides replacing the furnace to move the air better to that room?

Usually you need to go back to the trunk to have enough air flow for multiple vents, coming off and end run often does not supply enough air.
