new condo bathroom exhaust has no ducting just goes to attic space...

So my bathroom fan i was going to replace and when i look from the bathroom i saw that it had no ducting. Just went into attic. I am on the top floor so just going into the ceiling space. the bathroom is small 12 by 6ft. no windows though.

Do i need ducting? or is this ok?

Also same goes for my kitchen range hood. it had ducting from the top of my stove, but im probably guessing it just goes into the attic space not outside.

Exhaust fans must always be vented outside.

The bathroom fan will dump moisture in he attic causing mold to form.

so i need to ask the hoa if i can cut a hole in the roof or wall to vent outside?

Yes, you need HOA approval to cut through roof. They might have maintenance personnel that can do it.
In California, there are many condos like this. The bath vent recirculates into the room and does nothing.
The kitchen is different though. If you see ductwork above the hood, it is most certainly vented to the outside.
