Question Install square damper

I need to install (retrofit) a rectangular damper into a rectangular duct. Duct is 15x11. I would like to use Honeywell ZD-damper, but those come in even-sizes only: 14x10, 16x12.

What are my options?

Do I need to adapt the duct to the available size? If that, do I go one size smaller, or one size bigger?

Can I add some sorts of fins on the damper to make it fit snugly?

Can I use wood or foam to fill the gaps?

What is the damper for? With the exception of fire dampers it is usually not necessary to have a complete closure.
