vapor barrier

would it be of value to install plastic on the ceiling before the drywall is installed?

I'm just guessing in terms of Ohio, but I'd say no. Sheetrock itself provides an adequate barrier in most circumstances, except bathrooms. BTW, if you're thinking moisture barrier like in house wrap, absolutely no.

This is an outside surface ceiling - like the attic is above it - which will have insulation in it eventually, right?

If so, you could do so. More important, though, would be to air seal in the attic before the insulation goes in.
