Does this main feed line vent look correct?

This is the main feed line for my Hvac system. Obviously when it is running, the cold/hot air is blowing through the holes where they cut and added the ducting. Did they incorrect install the duct, or were they just suppose to mastic around it?

I would expect to see that joint taped and/or sealed with duct putty.

I normally use 3M 3350 which is a plastic/aluminum tape. I also use a 3M 1580 aluminum foil tape if there are large gaps or openings to cover.

I have the tape. Do you think Fiberglass mesh tape with mastic would be the best approach to fill/seal around that duct instead of foil tape?
