inaccessible duct needs insulation

i am sweating in Texas. large (say 16" or so diameter), round, metal supply duct between first and second story 10ft run , framed out and accessible from top and bottom.

insulation has fallen off and is sweating

wonder if i blow loose insulation, fill the entire space, will that stop the sweating? imagine it will settle over time but i can always reapply.

there is no way to wrap the pipe with insulation, correct me if im wrong

other option is to run a new flex line.

your thoughts?

Foam would be the best since it would be vapor barrier and insulate and would not settle. If there is access from above they can squirt their gun into the opening and foam it up in layers.
