Need to cover foundation vent around 2 gas pipes

The gas company recently installed earthquake shutoff valves and destroyed the vent cover that was there covering crawl space vent. Homeowner wants me to create a wood cover to fit over vent without ventilation (southern California home, vents exist on other sides of building.) I'm planning to do this, but am open to suggestions here if you have any. Thanks.

I suppose you're going to make a wood frame. What are you going to use as vents. I think wood may rot so close to the ground. Screen will allow vermin to scratch through it. I would use 1/4 wire fence cloth.

The owner has asked me to just use wood to cover it, no venting. The structure is vented on the other 3 sides. Do you think this would be OK, or is there some risk?

No risk if vented on 3 other sides. I would like to see you use exterior plywood, then paint it. Should due for a number of years.
