Exhaust fan speed controller -- Which one do I need?

I have an oversized fan running on a radon mitigation system. I need to control the speed, mainly because it's pulling too much air through a three-inch pipe and causing a wildly loud howling sound through the exhaust stack. It's a 1.2 AMP fan.

The Fan: https://shop.fantech.net/en-US/rn3--...n--fan/p111146

I've tried two fan speed controllers. Here is the first one: https://smile.amazon.com/gp/product/...0?ie=UTF8&th=1

It's a max 5 amp. Using it I can run the fan at full speed and continuously decrease it down to slightly less than full speed. It's almost like not having a speed control.

My second try was a max amp 1.25 ceiling fan controller. Using it, I can have the following speeds:

1. Full speed
2. Extremely slow
3. I'm not even sure if it's running at all
4. Now it's off, I think
5. Off

So it basically allows full speed and extremely slow speed. I'd like something in between where I can adjust the fan to a medium speed. Do I need the max amp 2.5?

Any brilliant suggestions? Thanks.

Edit: Actually, it looks like the 5 amp controller has a speed adjustment screw. I'll experiment with that and see.

Unfortunately..... a smaller fan would be the energy saving way to go.
Many fans don't like to be slowed down.
Fantech offers the Fantech WC15 rotary type variable speed controller.
