return duct size

I'm getting my heat exchanger replaced through my home warranty and they approved the repair however the repair company wont do the repair until I agree to a suggested repair to my return duct. I have asked why and they say because its a 10" return and should be 12". The house currently has two returns one 20 x 20 and one 14 x 20 for a 3 ton unit. Is this suggested repair needed?

20x 20 is good for 2300 cfm at .05 static and 20x14 is good for 1400 at .05 static that's good for a 9 tons of air Not sure what the 10in and 12in duct is for.
