Replacing Belt on attic fan
I have a Fasco attic fan that I'm having an issue changing out the belt on. The issue is that the belt is between the fan blades and the mounting bracket making it impossible to get off. Do I need to remove the fan blades some how? I cant seem to find any documentation online for the Fasco attic fan model #3039. I have a new belt and just need to know how to get it on.

Welcome to the forums.
Try putting the belt over the pulley in the middle.... hold tight to the axle.
Then stretch the belt to the end of one blade.
That should get you started.
In looking further.... that fan comes back to a Master Flow fan model 30WHFS.
In the pictures it looks like the fan pulley block is bolted on and and can be removed.
The link below will take you to a google search page.

This is a picture of the old belt that I am trying to get off and replace with a new one. I just dont know how to get it off due to the fan blades and pulley mount.

I added two red arrows to your picture.
Move the belt to the red arrow above the pulley.
Pull it tight against the fan shaft and then pull it out and over the blade.

I added some more pics to show what I am dealing with. Unfortunately the belt is not long enough to go over the fan blades even above the pulley. There are some set screws on the fan blades that I loosened but could not get the blades off. It could just be because it is old and has years of gunk on it.

Typically the belt is replaceable without major disassembly but apparently not in that case.
If you need to remove the blades.... you'll need to spray the shaft with PB blaster or Liquid Wrench to loosen the gunk. It may take several applications.

I used to take care of an older air conditioning cooling tower that had a belt arrangement like that. Unfortunately, as Pete said, you do need to remove the blade. It's a silly way to do things, but it is what it is. Good luck & let us know how it goes.

I was able to get the fan blades off with a little help from a mallet and a block of wood. The pb blaster definitely helped to get it free. It was a lot more work than it should be but the new belt is on and it works much better now. Thanks for the help.
