Fresh air intake hole

Fresh air intake hole

Guys - I have a fresh air intake installed by a hvac mechanic but noticed that there is a hole in the damper. Is this the correct way to do it or there should be no hole given this whole is going to allow unfiltered air to come in. Do you think this was the correct way to do it and if not, how do I fix it? Putting some foil over it isn't doing the job as it comes out when I turn the damper to closed. Or maybe I should ask him to redo it as there is a similar hole on the other side too. Thanks

Get a couple fender washers. It's a large washer with small hole. If you can't do it, you could ask him to.

This is a fresh air intake from outside ?
Why the manual damper ?
Filtered air ?

The oversize holes where the handle passes thru don't really cause any issue.
