HEPA filters are not a good option. Keep in mind that the filter on a furnace isn't there to clean the air. It is there to protect the HVAC equipment.

The modern fad "high efficiency" filters can have dramatically higher resistance than a standard filter. Putting additional filters on the registers compounds the problem. Your neighbor certainly shouldn't do that with a air conditioner or heat pump.

If you want to filter air do it with an air filter.

Also, a very good defense for dust is simply... to clean. Regular vacuuming and floor cleaning is one of the best ways to remove dust from the home. Dust naturally settles to the floor and if you collect it you prevent it from being stirred back up into the air by normal airflow and walking around the house.

Everyone complains about dust. It's just a fact of life.
The HVAC system helps to spread it.
Dust comes from everything.......
Clothes.
Rugs.
Boxes/packaging.
Outside to inside via footware.
Clothes dryer.... a biggie that no one considers.

An electronic air cleaner can be installed in place of the existing replaceable.
It requires servicing faithfully every month.
I had one. It worked well. It got tiring to clean it and I removed it.

I installed a central vacuum system in my house where the discharge is sent outside.
That reduced dust greatly.

Two or the biggest contributors are pets and carpet.

We've removed half of the carpet in the house, that has helped, but what remains is more visible on the hard wood floors.

Paper (Scott) towels, Kleenex, toliet paper too. Look at the dust from that source in bright, intense sunlight. You'll choke!
