Whirlpool Electric Dryer NO HIGH HEAT

I have a whirlpool electric dryer and the clothes never get dry in one cycle. It seems to be heating but only very low. I have pulled the back of the dryer and see the coils glow. VERY DIM but there is heat. When we first turned it on the coils lite up very bright but then almost immediately go to dim.

I am wondering if a thermostat has gone bad and how do I actually test a thermostat with a VOM?

It could be the T-stat,or one section of the elements could be going bad

NO HIGH Heat

I am now just considering replacing the High Limit Thermostat and the Cycling Thermostat along with the heating element. The cost for all three parts is $65. Much better than a new dryer.
