Kenmore dryer motor buzzes

My kenmore dryer motor buzzes when i try to turn it on and the drum will not turn.
After a few seconds it stops like it blows a fuse.After a whlie it resets and does the same thing all over again.
The belt is on the drum firmly.The switch in the panel has some burned flash residue and smells freshly burned.
Could it be the switch causing the motor not to get the right voltage?

One way to check this would be to disconnect the belt from the motor. You should be able to turn the motor pretty easy. If not then there may be something caught in the blower wheel keeping it from turning or the motor has seized up which would mean motor replacement. However if the motor turns freely after disconnecting the belt then that could indicate some other electrical problem more than likely in the motor itself. You should also check to see if the rear drum rollers are turning freely and check the belt idler tension pulley. Anything that keeps the drum from turning freely can cause this sort of thing.
