White-Westinghouse elec.dryer makes a huming noise

Yes, check the belt. If is NOT the reason:
Disconnect belt from testing purposes. Then try turning the motor shaft, and try turning the idler pulley (tensioner), and try spinning the drum to see if a center drum bearing or roller bearings (depending on your make) - to see if any of these turn hard, and may be causing a resistance load on the motor.
This can cause the centrifugal switch, on the motor, to not get started. Or, the centrifugal switch has gone bad without any of the causes above. Usually you have to replace the motor if that is the case. But you must make sure of stuff from the first paragraph is not the cause!
