GE Upright Freezer

Question GE Upright Freezer

My GE Upright freezer (don't know model) is a year old. Should the fan be running all the time? Not that I'm 100% but I thought the fan did not always run. Yesterday it it defrosted for what seemed like a long time and pooled water on the floor which appear to be coming from the door (no features on the door). It also seemed to not be freezing. I thought it would be the defrost timer but it is moving. This morning the freezer is freezing but the fan is running constantly. Any help will be appreciated.

When the compressor runs, the fans runs also. Some of the older units let the fan by the compresor run when the compressor is off.
